نیلاٹ کی تاریخی خدمات ہمیشہ یادرکھی جائیں گیں

کراچی: لیبررائٹس کمیشن آف پاکستان کے چیئرمین ایم آئی ملک نے ایک کانفرنس میں خطاب کرتے ہوئے کہا ہے کہ نیلاٹ پاکستان کاواحد ادارہ ہے جو خوش قسمتی سے ایک تو کراچی میں ہے دوئم نیلاٹ کے ذریعے ملک کے سینکڑوں سرکاری ،نیم سرکاری اداروں،صنعتوں اور دیگر اہم ترین سرکاری اداروں کے گروپس نے نہ صرف نیلاٹ کے پروگرامز سے استفادہ حاصل کیا،بلکہ نیلاٹ کی سند ان کےلئے کامیابی کی ضمانت مانی جاتی ہےں ۔

ایم آئی ملک نے کہا کہ اٹھارویں ترمیم کے بعد سب سے بڑا ظلم یہ ہوا کہ پاکستان کے دیگر تینوںصوبوں سے جو ہرسال سینکڑوں اداروں کے ملازمین نیلاٹ کے کورسز سے استفادہ حاصل کرتے تھے،ان کی روک تھام ہوگی اور وہ نیلاٹ کے پروگرامز سے محروم ہوگئے آج ضرورت اس امر کی ہے کہ نیلاٹ کا قومی تشخص اجاگرکرنے کےلئے پورے ملک سے ٹریننگ حاصل کرنے کےلئے سندھ حکومت خصوصی پیکج کااعلان کرے تاکہ سندھ حکومت کی بھی پورے ملک میں نیک نامی ہوسکے اور ملک کے ہزاروں ملازمین جومختلف اداروں میں کام کرتے ہیں نیلاٹ کے پروگرامز سے مستفید ہوسکےں

انہوں نے کہا کہ وہ قوم بدنصیب ہوتی ہے جب اس قوم کے اکابرین اور افسران نیلاٹ جیسے ادارے کا ملیا میٹ کرنے کےلئے صرف بلڈنگ کو ہتھیانے کےلئے منصوبہ بندی کرنے لگیں تو وہ قوم کبھی ترقی نہیں کرسکتی جس طرح گزشتہ سال نیلاٹ پر شب خون مارنے کےلئے نہ صرف محکمہ محنت کے بعض بے ضمیر افسران نے بدقماش ریٹائرڈ افسران کے ساتھ ملکر جنہوں نے نیلاٹ کانمک کھایا ہو ان کے ساتھ مل کر نیلاٹ کا تشخص ختم کرکے نیلاٹ کی انتہائی قیمتی بلڈنگ پرقبضہ کرکے اپنے گھناﺅنے منصوبوں کی تکمیل کرناچاہتے تھے بروقت ملک کے بعض انتہائی اہم اداروں نے اگر اس وقت صحیح اقدامات نہ اٹھائے توشاید آج نیلاٹ کاکوئی نام لیوانہیں ہوتا۔ یہ ادارہ لوٹ مار کاگڑھ بن جاتا اور نیلاٹ ہی کے نمک حرام ریٹائرڈ افسران نیلاٹ کو اپنی جاگیر سمجھ کر بڑھاپے کاسہارا بنالیتے اور آئندہ بھی ریٹائرڈ ہونے والے افسران ان کے قافلے میںشامل ہوجاتے آج نیلاٹ نہ صرف دنیا میں اپنی انتھک محنت سے پہنچاناجاتاہے بلکہ ملک کے ہزاروں افراد نیلاٹ کے مختلف پروگرامزسے مستفید ہورہے ہےں اور آج نیلاٹ ترقی اورمعلومات دینے والاپاکستان کاواحد ادارہ ہے جہاں ملک کے سرکاری،نیم سرکاری اداروں مختلف اقسام کی صنعتوں کے سینکڑوں ملازمین کو مختلف کورسز کے ذریعے معاشرے کا قیمتی فرد بنارہاہے جوشاید ملک دشمن ،سندھ دشمن اور پیپلزپارٹی دشمن عناصر کو یہ ترقی ہضم ہی نہیں
ہورہی تھی اور آج وہ اپنی ہی لگائی گئی آگ میں جھلس رہے ہےںانہوں نے نیلاٹ کی موجودہ انتظامیہ کو مبارکباد دیتے ہوئے

انہوں نے امید ظاہر کی ہے کہ نیلاٹ دیگراداروں کی طرح سرکاری وپرائیویٹ اسکولوں کے اساتذہ کےلئے پروگرام ترتیب دےگا تاکہ ملک بالخصوص صوبے میں تعلیم کامعیار بہتر ہوسکے اور یہ کورسز نیلاٹ کی تاریخ کے انتہائی اہم کورسز ثابت ہونگے کیونکہ اساتذہ کی رہنمائی سے سندھ کے لاکھوں طلباءطالبات کی اہم رہنمائی ہوسکتی ہے اس کےلئے کمیشن کے ساتھ بھرپور مدد کےلئے تیار ہے۔تاکہ ان اسکولوں سے نکلنے والے طلباءطالبات اچھے شہری بن کر ملک وقوم کی بہترخدمات انجام دے سکیں۔

Retiring CJP’s special gift for SC employees

Islamabad: Outgoing Chief Justice Saqib Nisar on Wednesday allowed all employees of the Supreme Court of Pakistan special allowance equal to three times initial basic pay of the pay scale 2017.

A notification issued by the Supreme Court on January 16, 2019, a day before Chief Justice Saqib Nisar’s retirement, announced this special raise in the salary of all the employees from BS-1-22 of the Supreme Court. The raise will be applicable with effect from January 1, 2019.

The notification unfreezes for the Supreme Court employees the special allowance which was admissible equal to three-time initial pay of the pay scale 2008. However, for other categories of government servants, including those serving in armed forces, FBR. Presidency, Prime Minister’s Secretariat, FIA, IB etc. such allowances will remain frozen to pay scales of 2008 and 2011.

An official source said that what the Supreme Court has allowed to its employees on Wednesday is already enjoyed by the employees of high courts. Now employees of other departments will also be expecting the same treatment.

According to the notification: “In pursuance of Finance Division’s U.O.No.5(1)-R-3/2018 dated 29.06.2018, in response to this court’s letter of even number dated 06.06.2018, the Hon’ble Chief Justice of Pakistan, having exercised powers in terms of Finance Division’s (Expenditure Wing) O.M.No.F.1(5)R.12/81 dated 24th November 1993 read with Rule 4 of the Supreme Court Establishment Service Rules, 2015, has been pleased to unfreeze special judicial allowance which was admissible equal to three times initial basic pay of the pay scale 2008 to the employees (BPS 1-22) of the Supreme Court of Pakistan and allowed them to draw the revised special judicial allowance with effect from 01.01.2019 equal to three times initial basic pay of the pay scale 2017.

The same allowance shall stand frozen at the Basic Pay Scale of 2017 till further orders and expenditure will be met from within the sanctioned budget grant of this court.

This issues with the approval of the Hon’ble Chief Justice of Pakistan.”

According to a source, this raise may be applicable to the employees of Law and Justice Commission in line with a previous notification issued with the approval of the prime minister. It is said that the said notification allows perks and privileges of employees of the commission at par with the employees of the Supreme Court.

An official source working in the Federal Secretariat said that the salaries of employees of the Supreme Court are already better as compared to those of the the other government servants. After the latest raise, the government servants of other department will be hopeful for such a favourable treatment to them.

KP govt to recruit 15,000 employees in tribal districts

Peshawar: The Khyber Pakhtunkhwa government on Wednesday decided to immediately recruit 15,000 employees, including 6,000 police constables and officers, in seven merged districts of the province previously known as the Federally Administered Tribal Areas.

The decision was made during a high-level meeting held here with Governor Shah Farman in the chair.

Chief Minister Mahmood Khan, adviser to the prime minister on establishment Mohammad Shahzad Arbab, provincial ministers and senior officers also attended the meeting.

Information minister Shaukat Ali Yousafzai later told reporters that around 30,000 posts of different departments and attached directorates had been lying vacant in seven merged districts.

He said it had been decided to fill 15,000 posts, including 6,000 for police personnel.

The minister said priority for those jobs would be given to local residents. He said officers of the police would also be deployed in seven merged districts to perform their duties along with Levies and Khasadar.

Mr Yousafzai said all relevant departments had been directed to expedite development activities in different sectors, while the timeline of three months had been set for the execution of all schemes to ensure
early implementation of projects.

He said the departments and directorates would inform the relevant authorities about vacant posts so that they could be filled within the stipulated period.

The minister said process for holding local government elections in the region was also discussed.

He said the government wanted to hold the local body elections in seven tribal districts before elections for the KP Assembly there.

Mr Yousafzai said the delimitation process had been completed and that the government would ask the Election Commission of Pakistan to announce date for local government polls in the area.

He said the relevant department had been directed to install solar panels in 300 mosques of the region within three months.

The minister said 16 grid stations would be upgraded, while work on 10MW hydel power generation unit in Kurram district would begin very soon.

He said municipal services would be extended to 25 tehsils by March 31.

Mr Yousafzai said the government had accorded top priority to the development of education and health sectors with missing facilities being provided to educational institutions and health centres.

Advisor to the chief minister on education Ziaullah Bangash said budget for the education sector totaled Rs18 billion, including Rs4 billion for the development side.

He said the board of governors for the governor’s model schools would be changed with the immediate priority of the department being the resolution of the issue of attendance in schools.
Mr Bangash said the directorate of education for seven tribal districts had been merged with the province, while the independent monitoring units had begun working in the region to find out missing facilities in schools besides ensuring presence of teachers on duty.
The information minister said the facility of Sehat Insaf Card would be extended to all tribal districts with half of the million families getting cards.
He said the distribution of those cards would begin on Jan 31.
Mr Yousafzai said the hospital administrations had been directed to ensure the provision of emergency medicines in all tribal districts so that the people couldn’t face any problem in getting treatment.
He said the Sports Gala would be organised in tribal districts in Feb, while cultural festivals would be held there in the same month.

Plan to provide 10 million jobs to be revised: Khusro

Islamabad: Federal Minister for Planning Makhdum Khusro Bakhtyar conceded that the PTI government would have to revise downward its plan for providing 10 million jobs envisaged under proposed upcoming 12th Five Year Plan in the wake of expected revision for finalisation of the GDP growth figure for last fiscal year.

Regarding market access of increasing $01 billion exports to China, the minister said that technical experts have finalised list of commodities almost three weeks back, and the commitment of market access was expected to become operational soon. “We will share details of complete breakup of all those sectors where these 10 million jobs will be created, including exporting labour-force abroad through upcoming 12th Five Year Plan from 2018-19 to 2022-23,” Federal Minister for Planning Khusro Bakhtyar told reporters in press briefing here at P Block on Wednesday.

Flanked by Secretary Planning Zafar Hasan and Chief Macroeconomics Zafar Ul Hasan Almas, the minister said that the government would scrutinise data on economic front from eminent economists for analysing true picture and would get their input on upcoming 12th Five Year Plan.

He said that the figures of Large Scale Manufacturing (LSM) were already finalized, and, now, the GDP growth was expected to revise downward by 0.2 percent coming down to 5.6 percent from earlier 5.8 percent provisional growth figures announced last fiscal year under the PML-N led regime. Accordingly, the government will have to re-adjust its plan to provide 10 million jobs after revision into growth figures under upcoming 12th Five Year plan, he added.

When asked about dip in export of human resource development, the Planning Commission’s Macroeconomic chief Zafar Ul Hassan Almas replied that total export of labour-force stood at 3.6 million in last five year, but there was slight dip in it owing to sacking of workforce from some Gulf countries; however, the upcoming 12th Five Year Plan would come up with detailed breakup of the sectors for provision of 10 million jobs. When the minister was asked was changes in definition of public debt introduced during the PML-N led regime, he replied that there should be no figure fudging on economic data and added that the PTI led government would ensure transparency on this front.

When he was asked about the autonomy for the Pakistan Bureau of Statistics (PBS), he said that he was in favour of autonomy for the PBS as experts would be brought into the Governing Council of the PBS. “We are not married to such positions forever, so the data should depict the real picture of the economy,” he added.

The minister said that the previous government missed all economic targets set in 11th five year plan from 2013-14 to 2017-18 adding that the performance remained off-track during the plan period.

The average real GDP growth of 4.8 percent during the plan masked many inequalities like crop sector grew marginally by 0.6 percent in these five years which employs 38 percent of labour force.

The 5.8% growth in 2017-18 was based upon seven months data and will be revised on the basis of full year data. One example is large-scale manufacturing where growth was taken at 6.1% (seven months) that will be revised downward to actual full year growth of 5.2%.

The consumption was artificially boosted to uplift economic growth through fiscal expansion and easy monetary policy. The quantum of consumption in Pakistan at 93 percent of GDP is one of the highest among emerging economies whereas investment and savings are one of the lowest. This ratio in India is 70 percent and in Bangladesh is 74 percent whereas investment in these countries is above 30 percent while in Pakistan this ratio is just 16 percent. The savings rate in Pakistan is less than half of these countries.

Total investment, he said, could not reach close to the target of 22.8 percent of the GDP and stood at 16.4%. The private investment rate continuously fell during the last four years in a row from 10.4 percent of the GDP in 2014-15 to just 9.8 percent in 2017-18 when interest rates were at their historical low level. Public investment increased by 1.2 percentage points in this period to keep investment almost stable. National savings could not reach even at half the targeted level of 21.3% and fell to 10.4%. The reckless borrowing increased the debt stock from Rs.16 trillion to around Rs30 trillion.

MPs endorse Labour Law amendments on worker disputes

Amman: The Lower House on Sunday endorsed 2019 draft amendments to the Labour Law, including a controversial article regarding resolving conflicts between employers and labour unions.

The lawmakers agreed to endorse a suggestion by Deputy Abdullah Aqaileh on the article that stipulates establishing specialised committees for the purpose of handling labour disputes, as well as another recommendation by Deputy Saleh Armouti on the same issue, the Labour News reported.

During the session attended by Deputy Prime Minister Rajai Muasher, Labour Minister Samir Murad said that the labour disputes article encompasses all workers, whether they are members in trade unions or not.

Other amendments included raising fines on employers who violate the minimum wage regulations rule to no less than JD500 and no more than JD1,000 for each case of underpaid employees or gender discrimination.

The current law sets the fine at no less than JD50 and no more than JD200.
The new amendments came in light of developments witnessed by the labour market, to curb foreign labour violations and increase employment opportunities for Jordanians, according to Petra.
